The birth of Joseph Dempsey was registered in Carcoar in 1879. Both Joseph and his father, also Joseph, were cordial makers by trade. Joseph married Veronica Wilson in Merewether in 1902 and one child was born there prior to the family moving to Kalgoorlie, where three more children were born. Joseph and his wife divorced in 1915.

Joseph enlisted in Kalgoorlie in September 1915, embarked at Fremantle via HMAT A72 Medic on 18 January 1916. Private Dempsey was wounded in action on 12 August 1918 and died of his wounds. He is buried at Villers-Bretonneux Military Cemetery France, Plot X, Row F, Grave 5.

Joseph Dempsey is remembered on the Kalgoorlie Roll of Honour and on panel number 112 on the Roll of Honour at the Australian War Memorial in Canberra.
