Work on what is now National Park began in 1928. On 11 April members of the Advance Orange Committee met on the ground, then referred to as Moulder’s Flat to discuss a beautification plan. It was agreed to have a contour survey made and to adopt a tree planting scheme. Most of the money was donated by the Back to Orange Week organisation. In September 1931 a Rose Garden of 500 plants was established and by 1939 National Park was laid out as a modern playground, with a cycle racing track, a football, and cricket and hockey ovals.
