Born at Bathurst in 1864 Samuel Whitmee became President of the first [[Canobolas Shire Council]] in 1907. In 1916 Samuel went to England on his own behalf on advice from [[Sir Neville Howse]] and joined the Red Cross contingent during WWI. He was later elected Alderman to Orange City Council and was also [[Mayor of Orange]].
