Thomas Charles Bowen was born in Bathurst in 1860. In 1861 his family moved to Orange and set up a successful tannery business, which was handed over to Thomas and his brother in 1884. With the bank crash of the 1890s the tannery closed and Thomas turned his hand to farming having bought 'Belpage' on the Cadia Road. Thomas was elected Mayor of East Orange Council in 1900 and 1902. He sold 'Belpage' in 1929 he and his wife Emily retired to a house in Byng Street. Thomas died in Orange on 10 July 1940 aged 80. He is buried in the Orange Cemetery.
