William Ernest Bouffler was born in Orange in April 1871.He was the second Council Clerk for East Orange Municipality from 1895 to 1912, and was Mayor of Orange in 1918-19, having been an Alderman from 1912-1925.
During his time as mayor he was instrumental in establishing an electricity supply for Orange, the Meadow Creek water supply, the Ambulance service. He was secretary of the Orange Base Hospital for 15 years, Vice-President of the Orange Male Voice Choir, a Trustee of the School of Arts, a Foundation Member of the Orange Bowling Club, among other community activities. He played Rugby Union at State level, and enjoyed golf and bowls.
Following the amalgamation of East Orange and Orange Councils in 1912 he joined the Savings Bank of NSW, Orange branch as accountant and later manager, before establishing his own business as property salesman, auctioneer and general commission agent, as well as Secretary for the Starr-Bowkett Society.
He died in Orange on 12 June 1929.
